Administrative reform
Administrative reform is the gateway to reforms to improve and develop the state’s administrative system with the aim of increasing efficiency, transparency and effectiveness of work and improving the quality of services provided to citizens.
Here, we cannot talk about any reform, change, or development in any of the state administrations if we do not lead a comprehensive administrative reform process. Otherwise, we will remain stuck with laws, regulations, and legislation that may hinder any development or improvement project at the level of state administrations.
Administrative reform includes changes in administrative and organizational legislation, policies, procedures and practices, the application of modern technologies and the use of electronic and smart tools to improve administrative performance.
Administrative reform aims to enhance the concept of good governance, improve the relationship between the government, citizens, institutions and groups, and improve transparency, accountability and participation. It also aims to improve financial performance, human and material resources, and enhance innovation and creativity in the management of public affairs.
Administrative reform procedures include several steps, including analysis, planning, implementation, monitoring and continuous evaluation of results.
The need for administrative reform has become urgent and periodic to make operations more efficient, cost-effective and responsive to citizens’ needs. In short, it is the process of improving the efficiency and effectiveness of the state’s administrative apparatus.
Among the most important of these measures that entered the field of administrative reform during the past two decades is the development of the administrative information system and the introduction of technology in administrative work. Which we will talk about in the e-government part of this program.
