On the eve of the fall of the regime

The fall of the previous regime may result in the outbreak of conflicts between different groups in society, which could lead to its disintegration. In addition, the lack of security in the first phase of the transition may affect the daily lives of citizens and lead to an increase in crime and chaos.

The New Lebanese Party has carried out a comprehensive and in-depth study in cooperation with many experts in history and politics about the early days of the fall of the regimes, and what we have reached may be shocking to many who dream or wait for the moment of the fall of the regime.

The days that will follow the fall of the regime will not be rosy days as some think. Rather, they are sensitive and difficult days, and steadfastness in them must be at the highest level of awareness and responsibility, and those first days are no less important than the previous stage of the struggle, and on them the success of the revolution or change is evaluated or not. . Here, we will shed light on the most important weaknesses that could take the post-regime stage to a worse stage than it was during the days of the previous regime.

One of the main weaknesses

The stage of euphoria that the new regime may experience, which managed to overthrow the previous regime, is the most dangerous stage that the march of the new regime may go through, and some may imagine that the matter has ended and that we have begun a new phase of the life of the nation, but the matter will not be so if there is no preliminary program. Ready and thoughtful, he defines the tasks of the first days of the new regime that will rule the country. It is more like a temporary constitution to arrange the internal house in order to be able to control the situation and not allow the remnants of the former regime to leak between the windows.

To disturb the peace of the new stage. Accordingly, the new political action must be arranged with all vigilance and caution. The most important of these points are as follows:

The first stage:

Firstly:

In the early hours, a committee of three people is announced to play the role of mediator between the central leadership of the new regime and public opinion, through which messages and directives are delivered.

secondly:

Informing the military leaders of the security forces and the army to complete their security tasks according to their previous arrangements and plans, meaning, everything remains as it is for a while.

Third:

Inform all border crossings from the coast guard, airport and land borders not to allow any government official (such as ministers, deputies, current and former general managers) to leave the country.

Fourthly:

Ensuring full protection for the Central Bank and its employees, and not allowing any documents or money to go outside.

Fifth:

Ensuring full protection of archives, documents and information related to people’s civil rights.

Sixthly:

Notify public service institutions and vital institutions such as public and private schools, banks, hospitals and hotels to continue their work as it was in the previous days.

Seventh:

Inform all audio-visual media not to broadcast any inflammatory, sectarian or regional content, under penalty of legal liability.

Eighth:

Avoid responding to any statement from outside the borders and blocking the way for any external interference.

The second phase:

Firstly:

Parliament was dissolved and a transitional period was established with an interim government consisting of only seven ministers, who are (interior, defense, justice, foreign affairs, finance, education, and media).

secondly:

Inform all embassies and diplomatic missions of the new situation and assure them that all previous agreements between them and the former regime will remain as they were for a while.

Third:

Announcing the cancellation of all licenses to carry military weapons, issuing severe penalties for those who violate the law, and working to form a committee to formulate a national project to hand over individual weapons to the security forces within a specified period of time.

Fourthly:

Formation of a committee to evaluate the previous stages, whose aim is to ensure the success of all tracks, the most important of which is the restoration of security and the return of the routine life of citizens to normal, after which this committee submits its report to the central leadership of the country with its signal to enter the third and final stage.

The third and final stage:

Firstly:

Establishing the so-called “Lebanese General Assembly / National Assembly”, which is a temporary council whose headquarters will be in Parliament, and then the central leadership of the country invites all the elites and parties within a period of time not exceeding thirty days to nominate their representatives in the temporary council to draft a new constitution for the country within a period of time not exceeding six months.

After the first fun is over

The central leadership sets a date for the parliamentary elections according to the electoral system agreed upon in the new constitution.

Third:

After the end of the second stage

The central leadership must set a specific date, not exceeding thirty days, for the election of a President of the Republic or a Prime Minister, according to the system of government agreed upon in the new constitution.

Fourthly:

After the end of the third stage

The central leadership must dissolve all the previous temporary bodies and committees and ministers, and then present their resignation to the new leadership and hand over the reins of the country’s affairs to it.

Recommendations:

It is strictly forbidden to dismiss any government employee in the civil departments or the military and security institution on the pretext that their appointment was based on sectarianism in the past, and accordingly they will complete their duties until retirement. As for new appointments, the conditions of the new system agreed upon will apply to them.

Success in applying the law to completely cancel licenses to carry military weapons and hold violators accountable is a prelude to the success of the rest of the laws.
